I think the militia don't need to be adjacent to the hex where the IED is placed. So you wouldn't necessarily have seen it being placed.

In Mission 7 you need a specific H&M target for 3 of the villages. So we need to know the exact score of each village.

Does that mean the issue has been fixed?
