Same playing Epirus. And having 3-4 Stoas was enough in order to have this events each turn.
Overall in my case not a big issues and actually a welcome one because I was doing an hell of money....and the regular stoa crash was lowering the turn income to something human like 1k or 2k each turn.

sometime it happens that although the support is strong or more (few minutes ago it was "Incredible") then the ruling party/leader changes. Is that as per design behaviour ?

Yes at the end I did some test. Taranteum had the most advanced shipyard (already built when I conquered it), able also to build the heavy warship. Naples was my provice capital with a shipyard able to build just till the medium warship. I "ordered" a mix of heavy, medium and light warship...

Is there a way for the player to tune the distribution focus ?
I am playing with manual micromanagement for all the provinces. No Auomate structure management.

I second this. The dynamic nature is much better because now you are not stuck with something you don't want or can not do, which was the case before. It is a progress.
