I think if it's a natural progression (Like ME 110C to ME110D) then it is cheap, otherwise you pay full cost.

I've played several campaigns through and never had this happen. Just leave an empty hex.

I agree with this. There are many units that will NEVER be built by most players as we all build Panthers, Tigers, Me262, ect.
