In my experience it is the exact opposite, the player whom perceives he might have the slightest disadvantage is the one that gets to “control” whether there is a battle or not...this more often manifests in that player sitting in terrain defensively, willing to accept a non game. I have no problem if a player uses a defensive posture, ( with the exception of cornering, hiding an entire army in a tree, racing for the map edge etc). I also have no problem knowing attacking an army defending on a hill can be Hazardous What sucks is when the player that hill camps and literally tells you if you don’t attack it’s s draw( because the rules encourage it). And since you want to actually play the GAME, you do, but that same player wont extend a similar courtesy when one meets again and now you might have some terrain advantage (perceived or real) and they just wants to call a draw. Some would say that just good “strategy”, I suppose it is within the rules but certainly doesn’t seem like good sportsmanship.
