On second thought, talking about not exceeding the move distance at any point is actually hard to explain to someone unaware of the glitch in a definitive way and may require a diagram.

I suggest for wheels over 180 degrees just measuring to the 180 position (which is always a distance of double the BG frontage) and then measuring the remainder of the wheel as usual from that position is simple to understand and execute and is really just an extension of the logic of measuring the chord rather than a rules change.
