Yes you're right. At the time the intention was not to have any historically named heroes in the game at all so his public domain image was used as a generic airforce hero. It was only later that we started adding named heroes and even then we have to be very careful.

Usually, if we have a picture already in use in PzC1 then we can use that as a starting point but the situation around WW2 photos has changed in the 10 years since PzC1 was released. Of course in the UK copyright of a photo lapses 50 years after its creators death but can be owned and and its use licenced by a new holder. Thats what a lot of picture libraries are now trying to do, buying up or licencing WW2 photos. This is a minefield we don't want to jump into.

So our solution has been ..
When you're picking YOUR portrait when choosing your traits, they're my privately owned photographs that have been photoshopped to create some variety, add insignia etc..
Briefing images are now painted from scratch by an artist in Spain ( the base games were Photobashed by me but as the DLC plans were drawn up it was clear I wouldn't have time to do them )
Heroes images are public domain, player supplied family pictures or photo composits.
