I'm getting troops encircled when they have allies next to them and a clear line of supply behind them.
Friendly units do not negate EZOCs unless you have the perk that does this.

The reason people are having issues with encirclement is the ZOC rules are too strict. Your enemies ZOC blocks supply even if you have a unit there, therefore encircling. This makes encircling way to easy and confusing.

Excerpt from the attached article on ZOC & supply: The game would be better served with a "Suppressive" ZOC IMO

EFFECTS ON SUPPLY LINE AND RETREAT
Interdicting – Prohibits the path of retreat or supply from being traced through an Enemy Controlled hex regardless of the presence of Friendly units.’
Suppressive – Prohibits the path of supply or retreat from being traced through an Enemy controlled hex if the hex is not occupied by Friendly Units.
Permissive – Does not affect the path of supply or retreat in any way.

I got one of those heroes, but I am struggling to find a use for him. The thing is tanks are uniquely placed to overrun. They prefer clear terrain, have a far amount of movement, have high soft and hard attack. Other grounds units don't have that combo.

I tried the hero on a pioneer but that was dumb, as they don't fight in the open.

The obvious candidate is an SPAT gun, but they have pitiful Soft Attack and often you overrun soft targets. Maybe an Elephant? But they are slow. Or a Jagdpanther etc. but I always feel the war is over by the time you get that end game stuff.

I'm struggling to see why this hero is good. Overrun on tanks is great. But on other ground units? I'm not seeing it.

Recon.
There comes a time on every project when it is time to shoot the engineer and ship the damn thing.

Overrun is absolutely great on recon units.

+1, Not getting supplies through your own units is a bit strange.

To cross-upgrade in multiplayer, you have to get a unit the steamroller award, transport it back to a supply hex, it has to idle there a turn with both move and attack actions unused so it can "Upgrade", and then you have to transport it back to the front.

Not impossible but very costly in terms of time, and the "dead core slots" you're carrying while you transport it to and from the upgrade point are going to cost you combat effectiveness.
