It looks like there's an issue with the Dialog Popup.
Custom 2v2 multiplayer scenario.
The Dialog Popup is checked for German recipient (grey).
It is displayed in the game for all alliances, ie the British (green).
The British player could select 'yes' and thus activate the trigger.

Erik, please feel free to access the bug database and post this as an issue if you wish. Andy, Gabe, and a few other invitees have already done so for things they wanted to report. I will continue to handle transcribing issues posted here by other members of our community according to my judgment.
The reason I am saying this is, I have a feeling that the bug database is going to be The Source, and perhaps the only source, of things to be looked at in this game by the developers. That does not mean threads, and portions of threads, are no longer useful; by all means, you should link back to your post in this thread when you create the new issue in the database. You don't want to be recreating the wheel in the database with screen shots, etc.
