If you have hunted, you avoid the penalty to reaction which is usually applied after moving. If the target is both hunting (or stationary) and has not fired, it is harder to react to.

Thanks for the info Pip. So why do scouts not alwaysee two tiles then? Looking in the manual and the wiki I cannot find an ostensible answer.

Scouts can not see through blocking tiles. E.g. they can see across 2 tiles of cornfields, but not two tiles of forest.
