A "Formations" system for the Napoleonic era and some adjustments, that could work. But well. Not my call to decide what they do with the Panzer Corps engine next.

I wouldn't mind seeing an alternate path that simulated Germany was 'winning' the war. It could have points each year where if you got a certain number of DV's in a row (or within a certain number of scenarios) the new DLC would unlock and you could import your core and begin to fight the alternate history. If you then began to 'lose' the war the you could only import into the current DLC's but if you continued 'winning' the next years new DLC would unlock. I am under the impression that alternate history novels are very popular right now in the US and in the UK, as with the omnipresent Turtledove and his Worldwar series or Eric Flints 1632 cycle.
From the old Panzer General II days, I seem to remember some of those, like a German Z-Plan campaign, or, even weirder, a French campaign where some French Emperor invariably called Louis Napoleon set out to conquer a European empire and fought his way through a disunited Germany.

A decent scoring system and a finer grained evaluation of each scenario performance, would make the game much more enjoyable, and add some replayability.
