I had more time to test now. Yep, Rudankort was busy here and actually implemented an override mechanism for 1.21 what I didn’t imagine.
It would have been clearer without thoroughly testing if he had only left the specific DLC changes in each rules-file.

For users who like to modify rules:
DLCs: edit each DLC gamerules.pzdat file and add whatever additional 1.20/21 settings you like to see there even if you use the in-game 1.14 rules switch. The game will read and use either the gamerules114.pzdat or the gamerules.pzdat data of the main Data folder and overwrite any settings with the DLC/mod’s gamerules.pzdat file(s).

Player-created custom scenario/campaign mods: check the user folder where you installed the scenario/campaign mods and change or add settings there. Whatever is missing there, settings or the whole rules-file, will be otherwise read and used either from the game’s main Data folder’s gamerules114.pzdat or the gamerules.pzdat file depending on the in-game 1.14/1.20 rules switch setting.

As you guys have already correctly determined, 1.21 now loads the default rules first (1.20+ or 1.14-, depending on your settings), and then it loads GC rules and they override whatever was loaded from default files. I could remove any settings the DLCs do not change from DLC gamerules files, but I decided not to do it, because people can use the old installers of their DLC or Megapack anyway, and also there are mods, so making it work in this configuration was top priority, and I just left it this way.

The bottom line is, you do not need to change/copy around any rules in the DLC folders, and if you did this before the release of 1.21, you better reinstall the DLCs.

Pardon my stupidity and hard-headness,,but Mongo confused

If I just patched up to 1.21 (and never messed w/ any files) will the new rules work w/ the DLC's? without changing anything?

It is hard-coded because I did not consider it a feature, but a bug. Thus, you are not supposed to sell 0-strength dead units for prestige, it just does not make any sense.
