Phil is correct. The number of dice is a function of the number of bases that hit. Let's call the whole thing off!

Number of dice is also a function of disorder and other factors so number of dice is not entirely equivalent of the number of bases.

I would think this may have some unintended consquences

If a BG of LH could flank charge a BG of battle troops, providing it did a wheel, it would only get 1 dice per 2 bases. If other skirmishers where to that LH BGs front because it would then get 4 dice for charging forwards it would not be allowed to wheel

Don't know whether it is unintended, but it sounds eminently reasonable - why would light horse charge battle troops if they can charge other lights, against whom they are much more effective?

Because if the distance between them and the other lights is 7MU they are going to have no effect at all.

Nice way to secure a unit against those "in the front with lancers, in the flank with LH" situations. The LH would often have to be actually facing the flank to avoid distraction
