As I understand it the size of a convoy is random with the maximum allowed values set in the script. However any convoy created with a pp value of less than 10? is not deployed and you never see it. If the random number generator equally chooses values between zero and the max having a lower max will result in a bigger percentage of convoys not deploying?

Or am I talking rubbish here? quite possibly.

Yes, but it does not affect the average. You see, if a convoy gets created below 10 at say 6 production then a random 50% chance is made for it to either vanish or double up. This procedure is repeated until it is above 10 or has vanished.
