Pretty much yes. As somebody said, it doesn't have to be a single turn, it could be a couple of them, but basically yes. That's the idea.

That would be a multiplayer mode I'd be much more interested in than the VS multiplayer the game currently offers.
I was going to make a similar response - the idea of alternating complete turns with other players to me personally ranks in appeal only slightly above alternating chewing a piece of gum. However cooperative play with multiple players fighting their own forces as part of a larger front would be greatly appealing.

Yes A barbarossa MP scenario with 3 players controlling Army groups north, centre and south against some opposing russian players would be cool if you could find a suitably reliable and motivated group. Or operation Blue leading to Uranus with 3 russian players controlling the various encircling groups would also be a blast. Just a pipe dream at the moment unfortunately
