Adding extra raildepots several places on the map will counter the negative effect from the rail change we made in RC9. Then we changed so you can only rail from or adjacent to a city instead of anywhere on the map. So that change should bring be balance more back to how it was before RC9.

Another effect of adding raildepots is that e. g. the Germans can now capture raildepots while the rush eastwards in Russia. Those raildepots allow for rail movement as soon as they're linked up with the standard gauge rail network. So having rail depots between cities means that the Germans will be able to rail a bit further east that without the RC11 change. That will also counter some of the negative effects from RC9.

What still remains is that with RC9 the rail heads only move 2 hexes eastwards each turn (1 hex per turn in bad weather). Trucks will extend the supply level 4 range from rail heads. So the Germans will still notice that they will be in supply level 3 if they move fast eastwards. That means -1 movement so the advance will slow down a litle bit. Until September the Russian efficiency will be so low so they can't counter attack well.

We hope that the RC9 change will make it harder for the Germans to blitz past the Don in 1941. They should still be able to reach the Don.

The raildepots near Moscow should make it possible for the Germans to rail units there in September / October and try Operation Typhoon if they like.

So we hope Barbarossa will be more historical now, without hampering the Germans as much as we did with a shorter suppy penalty range in 1939-1941 as we had before.
