Horse transport is in the equipment file but has a # which means it isn't active.
You have to modify the equipment file by deleting the # (it's item 470 or 475) to enable it.
If not confident editing files (which can cause problems if you make a mistake), there are some very good guides in the scenario design forum - mainly quite early on when everyone was learning (2013 to 2015ish), so maybe start at the end and work back.
Otherwise, you could download Nikkivdd's modified equipment files. These have some extra units and a few tweaks (mostly to correct oversights and errors) and include horse transport. They can be enabled with Generic Mod Enabler, which is a bit less risky than fiddling with files when not sure what you're doing.
No matter what skill at editing, making a backup file is always a good idea.
