There was a loooooooooooong thread recently on this.
Yes, that's why I put this in here. Are we at it again? :)

The sequence of events makes sense if you do each step for all units before moving on to the next step. This is the way of 'least' anomalies.

yes i was the one who started the thread, we used to action one charge at a time, but in this game we moved all charges first before resolving any shooting or combat
