Not much fun if you come up against a line of HF protected spear. Why would the foot worry about not getting a POA charging the lancers ? The foot don't need to charge, as the lancers will charge them. They will probably lose the impact, be at -- in melee and then break off, Disrupted or Fragmented with likely base losses also. Repeated until Fragged (and then the spear can charge) or Broken.
And note that the spear are less points, and will be in bigger BGs so a general with the spear will give more re-rolls.

I don't think that is the best tactic. If they go in a single rank, they get double the number of dice shooting at them (eg 6 dice needing 4s instead of 3 dice needing 2s), and they only have one rank fighting in melee. I think they need to go in two deep for the highest probabilty of success.
