It can happen. I think that there is a bug in the game such that any time that artillery or AA fires in a defensive role AND the unit goes over the kills threshold, then the medal is not awarded. The unit can still get a hero though. It happened to one of my units twice in fact. It is a Flak 88 collected at Poltava. It has a total of 406 total kills at the time of this screen capture. I've seen this situation on some of my StuG IIIB's as well.
