I would argue that shooting is continuous whilst the shooters are in place to shoot. You just adjudicate it in the shooting phase.

That's easy - find a spot where a road runs parallel with but at some distance from a river, and there is little chance of any difficult places cropping up in the vicinity.

That's a pretty good summary and certainly how I've always understood it. The only thing you could add is that a BG that breaks from shooting could also be in close combat - so that would also bisect the angle too.
