How about page 134 left hand column, bottom of the page, 4th bullet under Command Range. :?

Dave, had you played against me I would have picked you up on it - crikey it is not even very cleaver cheating! :) I have pickup up opponents on it and some have been surprised. However it is also why being on a 40x40mm (in 15mm) base is so important and measuring general moves so precisely is also so important.

I take the 'if it looks like it is with the BG it is' approach, otherwise I leave clear daylight and state not, but that is just me.
