This is what I was trying to get at. A ruling that left the player playing correctly in a worse position is IMO crazy - at least give them the option of no change in that case....

The danger of this is the disadvantaged player, may feel it is unsporting to impose a penalty so the offender gets away with it because a player doesn't want to be excesively rude. I think the umpire should only offer that if its a true toss-up call.

But I think the umpire ought to try and rule to punish the player who made the error to the degree that they might really take interest in remembering the rule next time.
Although it certainly is a "smell test," you can usually spot the accidental errors from the deliberate ploys. So an umpire doesn't really need a uniform remedy for these kinds of errors. Usually they come up with new players and can be "undone" without too much difficulty. Where the offending player knows (or should know) better, the ref can be more severe.

Were I the "innocent" party, I could give a shit about rudeness. :) That said, I would not be unreasonable against a new player. If the fumble yields an advantage to the victim, the offender should play the hand as dealt (indeed, why call the umpire  ? heh).

Otherwise, the ambushers could be placed in the deployment zone or board edge (depending on where the battle is waging). If that is too close to call, let the ambusher deploy in the normal zone and give the victim an option to adjust the deployment by 6" or something.

The flank march has more moving parts to unravel. I'd be tempted to let the players take back the two turns (or relevant parts thereof) to revise the valid flank march. If that was not practicable, I'd consider (a) straggling them; (b) having them enter on back edge; (c) having them enter on their half of the far edge (i.e., away from the battle); or (d) having the come on under (b) or (c) and degrade them to DISRUPTED.
