To answer the question about oil production better, yes we now use Off-map Oil production (individually set) as well as on map (=Oil Fields) so even if you do not possess any Oil Fields on map you will get some oil. This represents trade and/or synthetic oil and in fact with indsutrial technology this value will go up which is realistic.

How the oil will work is, you get your oil production each turn. Every move/attack with a oil consuming unit (air, navy, armour, motorised corps) will cost different amounts of oil. When you reach 0, you cannot move/attack with them until next turn. So, it means when you are producing inadequate amounts of oil, not all of your oil units will halt. In fact, you will be able to pick which ones to move and which ones to rest.
