when I go to Mod Manager, the only thing that shows up is a cloudy box without anything else. the steam screen says I'm subscribed to SOEurope. so then I go to launch PC2, the main screen comes up, hit Mod, then Mod Manager, then the screen with the hazy cloudy box appears?

Well you are in the right place. Click on the box to the left and then when you click on the "Storm Over Europe" name the logo image for Storm Over Europe will appear in the "cloudy box". Hit apply at the bottom after that and go back to the PC2 Main Window. Choose New Campaign and you should see the 2 campaigns for Storm Over Europe available to play, Condor Legion and SOE1939.
