I do extensive testing with custom mods, and have used the "runany Victory 0" on numerous occasions for this purpose. I have never with any version of the game received Steam Achievements for using this cheat. I suspect it's not a bug, but done on purpose to prevent players from gaining Steam Achievements through cheats.
