A few have signed up for either to serve as possible fill ins to balance divisions. I don't really need anyone else in that category as that should be more than enough to fill in spots in such a case.

There's really no reason for anyone to switch divisions unless they wish to play in both. The way the divisions will be divided should work fine with the process in place. There's the off chance I might need one player to even out a mirrored division as that's going to be the smaller tourney and I have several volunteers already willing to do that, so we're covered for that eventuality.

5. Each player may request one reroll of battlefield. If both agree, an additional reroll can be done. A rerolled battle is to be set to the same armies as originally generated; only the field can be rerolled.

I don't quite follow this.
Does it mean each player can reject the battlefield once and if both agree they can reject it a third time.
OR
If both agree it can be rejected once ?

Also how does it work, is there a way both players can see the battlefield before the first one has deployed ?

It's the former.

You don't see the battlefield till it's your turn to deploy, so the process may be a little slow. To be honest, I think I've only opted for this about once a tourney. I can only recall one instance where my opponent and I opted for a third mutual reroll after we both vetoed initial fields.

I don't really want to mail bomb the whole list. Plus, there's not really an easy way to do mass mailings as you have to individually add users to PMs, a rather tedious process.
