Got the next message at turn 5 and payed the the extra 4 cp.
Got the Stormovik in turn 9 and was able to use it in turn 11.
So manually saving the game when leaving for the day, did the trick - a greate thx to adie for telling me this :D

Glad to help. Make it a habit of doing it at the beginning of each scenario whether you plan to continue to play or not. That's what I started to do some time ago and why I probably forgot all about that glitch!

If I understood correctly - you pay for one single unit, that is no better than Ju87B - 30+k in prestige and 14 commendation points? Am I missing something? Does it have some special ability?

The main benefit of the Il-2 is that it's got nearly identical bombing stats (I believe only 1 point less Soft Attack) to your Ju87s and a much greater Air Attack and Air Defense, allowing it to defend itself against enemy fighters much better than your mostly defenseless Ju87s.
As for the Prestige Cost, that's determined by how much Prestige you have, as the Prestige Sink doesn't take a flat cost but a percentage of what you have, and if you have 50k Prestige even with the loss of 30k you still have plenty to spare.

In the end though, the question of whether it is worth it or not is up to each player.
I think it's a fun and useful unit, but even I question the cost sometimes.

I am just afraid I will miss this prestige in the later stages of the war.

Kerensky has stated several times in various threads that they are working on trying to make sure that one of PC1's biggest issues; the lack of enough Prestige in later parts of the Grand Campaign requiring you to hoard Prestige in early missions or fail; won't be a problem in Panzer Corps 2.
Things like being more generous with Prestige earned, adding ways to farm it like Captures, etc.
