I have probably missed it but have noticed that some players just include an army with no allies.

I cannot find anything in the rules that states you have to specify an ally with your army. Does that mean that if you had X allies you could use different ones facing different opponents? If so how does that work? That is if player B tells player A he is using X as an ally, the surprise element has gone and player A can try and counter it?

You do not have to choose an ally, but if you do choose one then you have to use it for all your battles in that section. You cannot swap your allies about.
