I think it is important and would greatly facilitate the proper functioning of the campaign, to establish clear deadlines for both sending turns and carrying out battles.

Probably so, though I think there may be a tradeoff between really strict enforcement and attracting players. I designed this system to allow a bit of flexibility with the strategic orders.

In every campaign, league or championship you have to set time rules, because some players do it in reasonable times, but others don't. And in this specific case we have already had 1 or 2 cases of players who have burdened all the other players without much responsibility. Supported by the kingdom's new allies in Normandy, a Castilian force disembarks and heads into the peninsula. Meanwhile, Castile responds to years of small border and customs disputes in the valleys of the western Pyrenees with an invasion of English-held Aquitaine, and encourages the tribes of southern Ireland to raid the English-held north. However, Castile's decision four years ago to persecute nobles who accused the royal family of blasphemy and corruption comes back to haunt it, as the barons of Leon raise an army to topple the current king Estevan and replace him with a more pliable cousin. France offers moral support to the Castilian rebels.
Aragon presses its growing influence in Italy, sending a force to the Po Valley to support several cities who have rebelled against the tyrannical, German-allied duke of Milan. It collides with a German force invited by the duke to subdue the rebels. And if that were not enough for the citizens of Lombardy, a third, Venetian force invades from the east, who are responding to various complaints from merchants of salt shipments seized by the duke's men. The marketplace preachers of Italy declare that the Lombards must have been sinful indeed to merit what is clearly divine punishment.
But as soon as the Aragonese galleys set sail, the heartlands of the Aragonese kingdom are invaded by a force of French "crusaders." Egged on by French-backed cardinals alarmed at Aragon's rising power in Italy, the bishop of Toulouse has declared the Iberian kingdom to be apostates due to various small compromises it has made with its Muslim subjects. The pope, surrounded by factions and unwilling to alienate anyone, chooses not to issue any statement on the matter, and the knights of southern France take his silence as assent, stitch crosses into their tabards, and prepare to ride south.
England musters the largest force that it has sent forth in a generation to sail across the North Sea to Denmark, where several Hanseatic cities, tired of being pawns in the Swedish-imperial struggle, have acknowledged its suzerainty. The English intend not merely to throw out the Swedes, however, but to annex the peninsula entirely, restoring the long-gone North Sea empire of Canute the Great.
The Holy Roman Empire limits its external adventures to an invasion of Lombardy, but finds its allies in the east under attack - from the Poles in Brandenburg and from the eastern Romans in Serbia. Constantinople intends to annex the strife-torn kingdom of Serbia entirely as part of its dramatic campaign to restore its ancient dominions.
The Golden Horde's steppe empire has evolved in the past generation from a sprawling steppe empire run from the khan's great yurt to a Muslim emirate based in the city of Saray, much smaller territorial but also more centralized. For years, Saray was untroubled by the chaos on its frontiers, but those days are over. A raiding force from former Horde dependencies in the southern Urals is making its way towards the capital, and the Khan/Emir has called upon his noyans to rise from their silken pillows, take their bows down from the display stands, and see if their muscles can muster the strength to string them again for war.
