Sorry , but i have bad experience with this. In John Tillers Wargames and in " Horses and muskets " i had more than 1 unit in a hex.
I will not describe exactly why but the gameplay was , from my standpoint, horrible.
It was the mainreason why i create at the moment a American war of independence game because John Tillers game and other games about this te periode had this possibility to have many units in a hex.
Personally for me this will not be a advance.
If this is really planned i hop she make the player able to switch this off.
Well those games represent actual #'s of men and units of varying sizes so if you COULDNT stack units that would be even worse than horrible! BTW Horse and Musket(a great game imho) only allowed 2 units in a hex, and one of the best turnbased wargames ever, Age of Rifles, also had stacking.
BTW do you know you can edit the HPS games parameter files so in effect you can only have one unit per hex

Im not sure how stacking would work in FOG but would be eager to play test any developemnt in this area ( hint hint Cothyso) Id really love to see double hex units though!
