Unfortunately I cannot really read French, so what does it say? Something about the file possibly being dangerous?

War of the World II.rar has been blocked, as considered dangerous by Microsoft Edge.

Yah, that sucks. I do not know how to fix it unfortunately. It seems odd. Have you considered using Administrator to run it?

I'll have to think some more on what to do with it.

PS: zip format is more convenient than rar format from what I saw here on this forum.
