Since it didn't get a new army, it's in a bit of a pickle. If Ptolemy attacks him again and hurts him enough, no 2nd army next turn. If Rome attacked this turn as well, that would ensure no second army, even if the Romans retreated afterwards. Hmmmm....so how does Carthage avoid the attacks? Prays to all the gods for an alliance with Ptolemy and Rome? There must be some negative mod for being at war??
