Thanks Henri. It's certainly not an opponent adjacency issue since I've wiped them all out on the European mainland (I'm playing total sandbox first time out). Could be supplies. I'll see what I can do on that.

Just started playing PSP version of Militiary History Commander Europe at War. Naval and Rail transport options don't seem to be available to me.
