I captured all objectives, my paratroopers survived and I escorted the liaison officer to Haifa airport! Can anyone tell me, why I didn't obtained a decisive victory, but only marginal victory? Thank you very much.

I played this scenario more time and I hold El Aghelila and all other objectives, but at the end of all my 22 turns I earned only a marginal victory. I didn't see any reinforcement, too. What did I do wrong?
