At first i thought it is AT, AA and artillery units.
BUT! Panzerjager is AT unit and CAN capture cities, did it in France scenario myself! Then i saw british towed artillery unit recapturing a part of London in Sea Lion '40 scenario.
So what is the correct answer?

Wow, i did it! Though experenced some casualities in my core forces (1 Infantry, 1 Tank and BF110), but the biggest casuality is my army's experience - it dropped like hell.
