I think Pocus said this is just a short-term fix because clearly there needs to be a way to prevent AI from DOWing you and forcing you to increase decadence by taking their land, since that's the only way to beat them in a war.

For annexing lands, there should be peace talk options rather than straight peace. Something like: "Marry my daughter/Give me your son in hostag... err... fosterage, and I give you this land back", increasing the peace treaty duration by a few years.
That requires some elaborate peace treaty ...

Another thing I'll add - I'd really like to see diplomacy expanded. Right now, based on my understanding, the AI likes to declare war a lot and the problem is if some nation declares war on me that has territory that I don't want right now, I'm forced to beat them and usually take at least some ...

I posted in another thread but I'd like to see diplomacy, specifically peace, mechanics expanded. It's really dumb having to defend yourself constantly from a war happy AI and you're essentially forced to annex at least some of their territory to make peace, even if you don't want the territory ...

The player doesn't get any penalties at higher difficulties (besides the slave movement). The manual clearly outlines this, and iv not seen anything in game to contradict it.
Yes you lose 10% decadence a turn, so its a little longer then 10 turns to get to 2.5 from the monuments.

I think that makes sense...so effectively it's a positive feedback loop up until you hit the cap. Meaning the HCV formula used to calculate bonus loyalty would slowly improve the bonus loyalty over time if you increase culture production and that culture production will slowly be increased over time ...

The culture value also depends on loyalty as well (it's basically culture x loyalty per province, added up and averaged out). But in a way it doesn't really matter, all you really need to know is the trend. In other words, if you're in the lowest rung, you just need to improve your rank each turn ...

1) No. Goods do not get re-traded.
2) Yes. Any goods source can supply any number of Needs (just look at you own exports region, and I'm sure you'll see an example of this by tooltipping over a good you are making a ton of Money from).
