Deep striking could surely be modded in?
You could put deployment zones and restrict them to drop-pod enabled units (chosen how you choose rhinos/chimeras for infantry) and blap. Deep striked.

The stormtroors is the only bit I don't get.
Perhaps they thought the bridge to elite infantry lies with the Astartes units?
Regular infantry/Steel Legion then elite infantry Tactical Marines?
No reason not to have a bridge, inbetween, with improved from SL but worse from SM stats.

I think Scions are excuseable, as we have Steel Legion. Scions are more a general pattern of Guard, whereas SL are very specific. Storm Troopers I guess, it's weird. The Steel Legion would certainly have elite units like that. Not sure if they'd use Ogryns but I'm not overly fussed by their absence....
