A few ships (starting fleet plus 2 subs) they cost 14PP in upkeep - does not explain the gross difference in total upkeep. Am I bugged?

Lovely game - a real little gem. My first game was as Entente vs normal AI CP. Got an Ultimate victory on turn 71. Now trying out CP and it's a whole diffrent story... The high upkeep cost totally cripple Germany and puzzle me, its late 1915 and Austria pay 6 per turn for upkeep while Germany pays 4...

The problem was that any Russian offensive actions on those days caused heavy losses and major morale drop. Offensives inside Russia territory too.
