[BUG] Manned Lunar Pass penalty (Soviet)

Game Type: Soviet Sandbox Problem: Missions "Lunar Flyby" for "Lunar Landing Soyuz (Soyuz 7k-LOK)" program and "Circumlunar Soyuz (Soyuz 7K-L1)" program successfully finished. Either of those missions should award the manned lunar pass achievement, which is not the case...
