You can build units only in cities that are connected with your Capital; if the city is cut-off you can not build new unit there.
For the question about Partisans I don't know for sure, but I think Partisan spawn everywhere, if it is a city the spawning chance is increased

I've begun a new pbem yesterday, on my turn I've noticed that the French have 3 corps (instead of two).
The third one is in the hexe s-w of the French fighter.
We play with the standard rules, so I have no idea of what could have happened.
