The filter buttons are two-state and this is good solution.
The sorting button should be three-state because you have three states: unsorted/ascended/descended.
If you wish to use a backgroud colour to distinguishe between sorted ascended and descended ...

I've just tried version 0.7.26 and must say personel filtering and sorting in upper panel is indeed great progress,
but I have still some objections.
The lower panel titled "Department Management" is not so useful and should be hiddable.
Maybe should you add hide/show button for this panel.

Open "Flight controller center: Manage Personel" (you need 5 controllers or more)
scroll down
click on "view assigments" or "advanced training"
click cancel (or done)
scrollbar resets to initial position and you need to scroll again
In my opinion personel navigation is very bad.

Much better but may be still uncomfortable.
1. "department management" and "personel selection" shouldn't be in the same window
Now you have FOUR personel data per page, instead five. You could remove "department management" frame and hide it under seperate button.

Actually, the R-7 "Vostok" that carried Gagarin into orbit was considered 60% reliable. The Atlas-Mercury wasn't a lot better, there were a lot of failed test-flights.

Some feedback, use of the Soviet equipment leads to very slow R&D times, after doing first spaceplanes (1955-57) and then Sputnik (1958-60 with a failure) I've yet to see the R-7 Vostok launcher or Vostok itself pass 80% reliability.
