We're enjoying the mod in a PBEM game ... having more units on the map definitely makes it more fun. However, one thing we've noticed is that neither of us can buy any Scientists, so we can't upgrade our units. Have you found that to be the case?

Thanks for pointing that out ... I still don't totally understand from a logic perspective why Vichy is the only minor power without a captal. The Free French have Dakar ... if Dakar falls do the Free French keep fighting like Vichy? Has anyone done this?
