3309 error when trying to download user scenarios

I am on an iPad....non iOS 11.

When I try to highlight a user downloadable content I get a 3309. These should be just .lst file downloads. This used to work great ...last 6 months or so it appears to try to download then immediately says error 3309.

Would love to try some new content...

Can you just refuse to update your iPad and stay on old firmware?
