3309 error when trying to download user scenarios

I am on an iPad....non iOS 11. When I try to highlight a user downloadable content I get a 3309. These should be just .lst file downloads. This used to work great ...last 6 months or so it appears to try to download then immediately says error 3309. Would love to try some new content... Thank you fo...
