Figured it out. I forgot I have a program that AMD runs for games and it overlays. It was causing the issue. I turned off the in game overlay and everything is working fine.

So if I can select the campaign fast enough it will load. It will come up with a blank screen as well but If I click on the application in the task bar it will bring up the menu.
