Can someone give me an idea what these troops are and what miniatures would work for them?
From what I gather they are either a higher rank of Legionary or light troops.

Or, put differently, neither the casualties or loss of cohesion occur at one given time. Sometime during the combat cohesion drops and enough casualties occur to cause the removal of a base. Modelling unit commanders
I'm a big fan of having musicians, standard bearers and commander types mixed in with my rank and file. With 3-4 figures to a base, I'm not sure how I'd do it for Field of Glory.
I'm planning 28mm. Anyone have any suggestions or examples?

Yep half an hour seems about right, that is quite a long time :) I think if you have spent a lot of points on skirmishers, usually because the army lists MAKE you have them, you don'w want to do nothing with them?
