First you have to register your serial at My Page and then you can create Steam key. After that you go to Steam -> Games -> Activte a Product on Steam... and give it your new Steam key ...

I had this same problem. I´m using Steam version on my other computer and normal version on the other. For normal version problem got fixed when I reinstalled and used Sealions own serial number. For some reason at first installation game chose vanilla game serial and I had the same problem ...
