These are the maximum quantities of the given resources your nation can shoulder in its current state; if you hover over them, the tooltip will tell you that above such numbers, "one fourth of the extra will be lost each turn". :)

Sadly, all you can do is either declare war, either keep sending gifts until you get past 25 in relationships so they stop raiding. It's especially annoying when they end up having objectives in your territories; combined to the decay over turns in relations, it may turn out quite costly!

Several extra provinces open up and become available over time, such as Voronesa or Sarmatia Orientalis indeed near Tanais' starting province, or Kazakia/Aralia Occidentalis & Orientalis to the east (near Sogdiana/Massagatae starting province), Polonia Meridionalis/Prusia farther west on the way...

Actually, ingame the key mapping doesn't allow changing the regional decisions' key. Bit of a surprise, I thought I had assigned that one myself!

Actually, you can't - the iranian armored cavalry, supposed to be Bactriana's provincial unit, cannot be recruited. It's an issue that's already been reported in the tech support sub-forum with a solution proposed by a player, however the bug persists on the stable branch.

You can assign your own hotkey to it under the options (the cog icon at the top left of your screen), by default regional decisions are assigned to the R key. Never noticed it missing, it's even weirder if it's consistent despite un/re-installing it!

IIRC everything is reverted to their original owner, as if you agreed to an ordinary peace treaty. Handy if you're on the losing side, still it's a chance to occur - never a certainty!

Offer gifts to Thracia until relations are over 25, or insult nations at war with them. Since they're a client state there won't be any possibility to negotiate a cooperation agreement, relations will keep deteriorating over time so you'll have to rinse & repeat after a while!

Isn't it due to relations? In the post you linked, I can see several client states; even hardcoded objectives won't trigger as long as your relations are above 50. I don't know Sarmatia's objectives, but playing Emporia I wouldn't get Massilia if I still were friendly towards them.
