Glorious Report is near the end of the campaign after the fall of France. It is an AAR-style mission.

If playing Oslofjord, he's already ran off. You still get a prestige bonus for capturing Oslo.

These are well hidden. These units have camouflage on them. They will make their way to a safe haven.
