Well, due to personal issues largely, we seem to be well down on expected numbers .

First if your Roman marines are converted to legionnaires , they are legionnaires so count as part of the twenty maximum.

But hastily raised troops not yet formed into cohorts are not .

Allied contingents from late Republican Roman and principate Roman form part of the twenty Roman legionnaires limit.

So for example you could have ten bases of imitation Numidian legionnaires, with an allied Roman lectionary contingent maximum of twenty bases of legionnaires.

:D so just to confirm that it is as Pete has kindly stated. It is legionnaires that are restricted . This includes lancerrii. This includes club armed legionnaires, newly raised etc.

Also, this total is including any allied contingent, so the total Roman legionnaires is twenty. This includes Romans ...
