I believe that ally upgrades from the same list count against the main list minima and maxima so this wouldn't increase the Spartan upgrades at any rate. The only reason I was thinking about it was taking a TC CinC with 1-3 Ally TCs. So it was just a way to get 4 cheap TCs with the Spartans rather ...

1/72 foot would probably fit on a 40mm base - as long as they are in a fairly sedate pose. With some infantry poses you may need to cut down the number of figures on the base.
